Please remind the
operator that sampling of these wells is not limited to
one time prior to entering the leaseholds. Rather, water
sampling is to be recommenced in the leaseholds at least
one year prior to requesting final bond release. This
was discussed in my memo to you, dated May 20, 2996,
regarding TR-40.
2) The operator repeats its language from previous years'
AHR's, on page 15, where it is explained that the WQCD
sent an effluent sample and prior toxicity reports to the
EPA laboratory in Duluth, Minnesota t investigate the
cause of toxicity of the discharges at Deserado. The
operator states that they believe the WQCD has not heard
from EPA in this regard. These samples were sent in
1992. You might consider contacting WQCD and inquiring
as to whether these samples were ever analyzed.
3) In Appendix C, Page C-1, it is unclear whether the
"Depth" column indicates the total depth of the well or
the depth to water. Please have the operator clarify
this.
4) The missing surface water data which you noted in your
April 8, 1996 memo, was subsequently provided.
5) In answer to your question ~3 in the above mentioned
memo, field parameters should be collected on the mine
inflows in order to comply with the terms of the permit.
