!`
reclaimed portion; recommend continuous monitoring of this seep and note any
change in watertlow. Inform engineer if conditions worsen.
Lift thicknesses, material consistencies and placement procedures appear to be in
compliance with Terra Matrix re-evaluated stability analysis.
Minor erosion channels were observed in several slopes on the active pile and
evidence of hay bales installed to check erosion on the steep slopes of the
reclaimed pile appear to have functioned well. One new erosion channel along the
north face of the reclaimed pile was noted and flagged with orange flagging;
recommend installation of hay bale to eliminate further erosion.
Vegetation on the reclaimed face appeared to be in good condition
Review and discussion of compaction testing and test results verified that
compaction to minimum dry density of 52 psf on the fines material was being achieved.
Compaction testing is scheduled semi annually and was not due this quarterly inspection.
A "proof-rolling" inspection was not possible at this inspection since the pile was not
active.
A summary of my comments and recommendations for this quarterly inspection
include continuous monitoring of lift thickness and materials consistency and any erosion
damage, placement of hay bale at noted erosion channel, monitoring and recording of seep
and scheduling compaction testing for next quarterly inspection.
To the best of my knowledge, based upon my professional expertise, the
permanent coal refuse stockpile at the Southfield Mine is being constructed in
conformance with the prudent state-of--the-art of earthen embankment construction.
I hereby certify, based upon my field observations and professional investigations,
as detailed here above, that the permanent coal refuse stockpile at Energy Fuel Coal,
Incorporated's Southfield Mine, located in Fremont County, Colorado, is being
constructed and maintained in compliance with the approved refuse disposal plan of the
Colortdo Mined Land Reclamation Division.
