Ms. Christine Johnston
Mountain Coal Company
Page 6
September 6, 1996
18. The following required analytical data are missing from the surface water
quality data presented in Appendix D:
• Not all of the parameters were collected for the North Fork
Upper station during the third sampling period as required.
Only Fe (total), Mn (total), TSS and TDS were collected and
reported.
• Not all of the parameters were collected for the North Fork
Lower station during the third sampling period as required.Only
Fe (total), Mn (total), TSS and TDS were collected and
reported.
These data are critical for understanding potential impacts to the North Fork
Gunnison River. Please provide an explanation why these required data were
not collected or if they are available provide them in a revised report page.
19. The baseline minimum and maximum values for flow should be added to
Table D-8 and Table D-9 for the North Fork Upper and North Fork Lower
stations, respectively. Please submit revised tables.
20. The Division notes that TSS was exceeded at MB-1 and MB-2R during the
4th quarter 1994. TSS was exceeded at MB-2R during the first and second
quarters during 1995. Please revise the second sentence under Runoff from
Disturbed Area on page 22 to reflect exceedances at both MB-1 and MB-2R.
Also on page 22, it states that MCC changed their sampling protocol to
ensure compliance prior to discharge. Please explain how the sampling
protocol was changed and how this effected analytical results.
21. In future AHRs, please provide the "Incident Reports" corresponding to oil
spills as an appendix to the AHR report (refer to the last sentence on page
22).
22. Page 23 is missing from both copies of the 1995 AHR that were delivered to
the Division. Please provide two copies of page 23.
