During this quarter, we visited the project :iite on Mazch 31, 2006 to provide our <br />quarterly inspection observations. <br />At the time of our site visit on March 31, 2006, we completed a site inspection of the pile with Mr. Dave <br />Wallace of Twentymile Coal Company. Based on our observations made during this visit, it appeared that <br />the contractor was presently stockpiling [he refuse coal in Areas 2 and 2'/z of the pile. The surface drainage <br />conditions observed across the pile appeared to be adequate. <br />At the time of our visit, we did not observe any signs of instability, structural weakness or hazardous <br />conditions at [he pile. However, it should be noted that the site was covered with approximately 4 to 12 <br />inches of snow at the time of our site visit, which limited our observations. <br />As suggested, the water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 <br />were measured during this quarter on a monthly basis. A table and graphs showing [he monthly water <br />levels are anached. <br />We were advised that [he mine had produced approximately 33,648 cubic yards of waste coal during the <br />month of January 2006: 27,762 cubic yards during February 2006: and approximately 45,717 cubic yards <br />during March 2006. It is our understanding that the fines being produced at the wash plan[, which consists <br />of 10 to 20 percent of the total materials being produced, ate being pumped underground into the mine. <br />Based on our limited observations, i[ appears that the pile is currently being constructed and maintained in <br />general accordance with [he project specifications and plans submitted under 2.05.3(8) and that the <br />potential hazard to human life and property at the site in its present condition is minimal.
