III IIIIIIIIIIIII III
999
DEPARTMENT OF NATURAL RESOURCES
David H. Getcnea. Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHEITON, Director
Richard D. Lamm
Governor
September 3, 1986
Dennis Conn
West Elk Coal Company, Inc.
P. O. Box 591
Somerset, Colorado 81434
Re: Landslides, Upper Diversion Ditch, Mt. Gunnison No. T Mine,
File No. C-80-001
Dear Mr. Conn:
The Division is aware of the problem with landslides along the upper diversion
ditch. This area was inspected during my August 19, 1986 inspection and
comments were noted in my inspection report. The Division concurs with WECC's
comments per your letter of August 18. Since the undisturbed area south of
the diversion ditch has experienced very little runoff during the past 5-year
permit term and a greater disturbance would be created by re-working the slide
areas, it is the Division's opinion that the slide areas should be left "as
is" until runoff channeled through the diversion ditch is of sufficient flow
to warrant remedial work on the slide areas.
It is WECC's responsibility to monitor the diversion ditch during the peak
runoff season (April-June) to determine if corrective measures are necessary.
I recommend that the upper diversion and slide area be monitored at a
frequency of once per week (when possible) during the peak runoff season of
1987 and WECC consult with the Division to determine if remedial actions are
necessary.
This letter should remain on file at the Mt. Gunnison No. 1 Mine office and
will serve as an approval by the Mined Land Reclamation Division to refrain
from repairing the upper diversion ditch until such work is warranted and
requested by the Division.
Sincerely,
Thomas A.
