I have been a Professional Engineer in New Mexico since 1980 and <br />received my Colorado Professional Engineering license (F20068) in 1983. I have e..perience and <br />knowledge in the design and conswction of dams and sediment ponds, drainage and ~.osion control <br />swctures and the hydrology methods required in design of these facilities. <br />RULE REOUIRED_CERTIFICATIONS <br />This certification u required by rule 4.03.1 (1) of the Regulazion of the Colorado Mined Land <br />Reclamation Board for Coal Minin¢. <br />SUBJECT OF CERTIFICATION <br />This certification u for the Raton Creek Mine Coal Processing Waste Pile and Sediment Pond. <br />IDENTIFICATION: Coal Processing Waste Pile <br />SATE OF INSPECTION: December 10, 1996 <br />LOCATION: SKtion 36, T33S, A64W, 6th P.M. <br />Lat Animas County, Colorado <br />COl,1MENTS: My observation of this area is that the vegetation is dormant for the winter and the <br />sunFlower stalks are dry. The area nosh and west of the water tank has more slight rills and one larger <br />rill at the junction of the two slopes. Also, a white alkaline reside has appeared at the surface within <br />park of this area. All other areas including the pile drainage structures apl err to be in good <br />condition and stable. There are no apparent seeps. The u was sunny about 65°F, wi~.Jy and the ground <br />was moist from [start[ snow melt. <br />
