In completing my certification, I have conducted an in- <br />spection of the refuse sub-area 1 and 2-3 piles aryl construction <br />site. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No subdrain <br />system is required by our permit, since geotechnical investigation <br />for the disposal site revealed no ground water present. Permanent <br />out slopes have not yet begun to be built. Required compaction <br />was achieved in all lifts through May 5, 1986. <br />We have now, to date, a total of 153,510 tons of refuse placed <br />in sub-area 1, and 295,984 tons placed in sub-area 2-3. <br />Deserado Stine <br />P.O.
