With regard to vegetation information, comments appropriate <br />to the 1996 Quantitative Vegetation Study, Phase II Bond Release, Coors Energy Company, <br />Keenesburg Mine, Keenesburg, Colorado, were provided in correspondence relating to the Phase <br />II bond release, and are not duplicated herein. <br />The proposal to modify the acquisition of water samples from wells (page 33 of the 1496 report) <br />has been accomplished via the permit renewal (#3) process (pre-pumping samples aze not <br />processed for laboratory analyses). As we discussed by telephone on August l 1, 1998, <br />monitoring wells DH122 and DH96 aze retained in the monitoring program (page 34, 1996 <br />AHR). <br />The surface water hydrology portions of the report present a good summary of activities. <br />The Division of Minerals and Geology (Division) has no questions regarding ash disposal. <br />These sections of the reports aze well written and complete. <br />The acreage corrections between the 1996, 1997, and previous reclamation reports due to more <br />precise surveying aze noted, and were reconciled to the current bond release evaluations. <br />Airspace volumes (mass balance evaluations) were also reviewed at that time. The Division <br />concurs in the CEC observation that the computer-assisted graphics and analyses are of <br />increasing value. The addition of the dates of seeding to all azeas on the Vegetation Sampling <br />Locations drawing of the 1997 report (annotated Appendix L-5) enhances communication and <br />better documents your achievements. (In this regard, in the next report, please add the date of <br />seeding to the 10.5-acre piece in the northwestern-most part of reclamation.) To filrther <br />demonstrate your reclamation activities, please consider, in future reports, describing and dating <br />azeas of completed backfilling and grading awaiting initial seeding (an example would be the <br />staging area where the dragline was stored, and now, the backfilled and graded portions of Pit A). <br />
