SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 1 Inspection - 2nd Quarter 2003 <br />On June 20, 2003, I performed the required quarterly visual inspection of the Cameo <br />Refuse Disposal Area No. 1 in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. Coaly material (-1100 tons) from clean-up along the <br />conveyor corridor was being placed and compacted along the temporary road up the <br />east side of CRDA-1. A compaction test was performed on July 1 Sc .Two of five tests <br />attained at least 90% of the maximum dry density attained in a laboratory compaction <br />test in accordance with ASTM D698. Three of five tests failed. Relative compaction <br />test results are enclosed. The disposal area will be reworked, compacted and tested <br />during the next quarter. <br />The south under drain was damp to dry. The damp area noted during the first quarter <br />above the first bench near the northwest collection ditch was dry. No seepage was <br />noted around the pile. <br />The access road to the pile, which is the west extension of Haul Road No. 5, remains <br />open to accept coal and refuse material from other reclamation activities. <br />The northwest and southeast collection ditches were clear. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the haul road and sediment pond located below the pile.
