SNOWCAP COAL COMPANY
South Portal
Roadside Refuse Disposal Area Inspection - 2ntl Quarter 2003
On June 20, 2003, I performed the required quarterly visual inspection of the Roadside
Refuse Disposal Area in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile was dry. There was no seepage noted around
the pile. The upper diversion ditch was inspected with no problems noted. The large
rock located in the ditch immediately above pond 9 was removed during the quarter.
A failure of the pile would probably not be a hazard to human life. Even though the pile
is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it is
unlikely the material would move far enough to encroach upon the freeway.
I certify that to the best of my knowledge and belief, that the fill and other aspects of the
Roadside refuse pile have been constructed as permitted in the design approved by the
DMG.
Recommended maintenance: None
€ e ~p~R~E G%S•
Qo.e t
o~ ~~,
4 = r`` %1 /R, rya
