Attached is the necessary information for the Technical Revision. This request is being submitted separate from Colowyo's February 5, 1981 major application because additional dump room is needed in the near future. This request provides for an expansion of the Streeter fill, which is included as an Experimental Mining Practice in Colowyo's February 5, 1981 application. Colowyo understands that the entire Streeter fill will be analyzed for approval as a part of the February 5, 1981 application. To assist in the stability analysis of the fill, Colowyo has contracted with CTL Thompson, Inc. to conduct a stability analysis in consultation with the Colorado MLRD and the U. S. Office of Surface Mining. Also, Colowyo is currently installing a piezometer well in the Streeter fill. This request is submitted as a Technical Revision because it will require an incidental permit boundary revision and will not significantly alter Colowyo's current reclamation plan. This request may be a temporary alteration in that Colowyo will place spoil material to the north of the existing Streeter fill, with the understanding that if analysis of the Experimental Practice by MLRD and OSM finds that the additional fill material is unstable, then Colowyo will remove the material to a suitable site, or complete the necessary work to stabilize the fill to the satisfaction of the b1LRD.
