Comment (Memorandum 8-23-78, Jefferson County)
1.0 - Ore sorter reject material (less than 0.015'6, U30g) deposited
with the mine waste rock pursuant to a plan approved by
Colorado Mined Land Reclamation Board. The rejected rock
(approximately 1900 tans/month) is mixed with the mine waste
rock. The plan should be reviewed to determine if necessary
controls to limit erosion of concentrated radioactive mate-
rials have been considered.
Response
A study designed to evaluate the waste rock impacts is
described in Section 2.2.2.

Comment
2-8 - (2.0 Site description) The location of the ore sorter is on
the periphery of the 100 year flood plain. There was
insufficient data presented to determine if construction of
the 4 foot retaining wall adjacent to and upstream from the
ore stockpile will aid in the control of erosion.
Response
Cotter has implemented operating procedures which insure th<<t
the ore piles at the ore sorter are no closer than 70 feet
from the boundary of the 100 year flood plain. This elimineites
the need for the retaining wall.
Comment
2-9 - Reference was made to the report by Hazen Research at the
October 2, 1978 meeting, indicating that high radioactivity
was found in the ore sorter water. The license application
states that present operations will be evaluated. With the
new information attained from current studies, the license
application should be amended to include this data.
Response
A new sorter wash circuit has been designed so that no water
is discharged from the ore sorter recycle tank to the water
treatment plant.
