Mount <br />Senior Environmental Protection Specialis~j11B1on0lMin®ralsdGeoiogy <br />Colorado Department of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Dear Mr. Mount: <br />Thank you for your letter of July 11, 1996, inquiring about <br />the status of the diesel fuel leak reported to your <br />department. Attached to this letter is a chronology of key <br />events that should provide some insight into the handling of <br />the matter to date in addition to copies of correspondence <br />with the other state agencies notified. <br />Southdown has engaged the services of an environmental <br />consulting engineering firm, ERM Rocky Mountain, to guide our <br />actions. An extensive site assessment was completed on <br />6/17/96. I would call your attention to their conclusions <br />and recommendations on pages 9 & 10 of the "Subsurface <br />Investigation." Of particular interest, is the fifth <br />conclusion, "None of the groundwater sample analytical <br />results exceed the State MCL's". <br />In spite of the fact that water quality has not been impacted <br />beyond established standards, Southdown has accepted ERM <br />Rocky Mountain's recommendations on immediate remediation <br />actions and has further determined that it is prudent to fund <br />a renovation of the tank farm to prevent future occurrences. <br />1. All of the water with the floating product was <br />vacuumed out of the dike, tested and disposed of as <br />a "special waste" in an appropriate landfill. <br />2. The protective liner has been removed to enhance <br />passive bioremediation. <br />3. A purchase order has been issued to ERM Rocky <br />Mountain to procure and install the dual phase <br />extraction equipment. This equipment should be <br />commissioned and operating by the end of August. <br />4. Southdown has approved the funds for renovation of <br />the tankfarm to prevent future occurences. <br />-75% reduction in fuel storage capacity <br />-Removal of old tanks and 2 new tanks <br />installed. <br />-Replacement of old piping <br />P O.
