<br />~ LAWRENCE G. WFFITE P.E. <br />1650 M. STREET PENROSE, COLORADO 81240 <br />CERTIFICATION <br />719-372-6461 <br />I, Lawrence G. White, a Registered Engineer in the state of Colorado, <br />Registration NO. 7964, do hereby certify that I have inspected the <br />North Spoil Area at Twin Pines No. 2 Mine for stability and compliance <br />with Section 2.05.10, "Underground Development Waste" of the permit <br />application. Spoil from the mine and re9ects from domestic coal process- <br />increased during the quarter due to a boner split in the coal seam. <br />The pile was generally leveled and compacted. Coarse waste from <br />domestic coal processing and boner material picked from the mine <br />stockpile is being placed ad9acent to the highwall, Based on the site <br />inspection and the above reveiw, I find the placement of fill at the <br />site to be in-accordance with the permit application and the "Rules <br />and Regulations" of the Colorado Mined Land Reclamation Division. <br />The site was inspected November 8, 1990 and January 2, 1991. <br />._ `~ <br />awrence_G.
