INSPECTION OF ACTIVE AREAS 2-3 .4 and Sa <br />There are no apparent points of seepage, or indications of slope failure on the active piles. <br />The surface drainage facilities were adequately maintained and were working properly. No subdrain <br />system is required by our permit, as geotechnical investigations for the disposal site revealed tto <br />ground water present. Permanent out slope remain at approximately 80% complete on the toe of sub- <br />area 2-3 and approximately 50% complete on the toe of sub-area 4. These slopes appeared stable. <br />Pit 5 consists of independent piles of material with no lifts constntcted as yet. The stockpiled material <br />that had been on the lower portion of sub-area 2-3 has been spread. A groundwater monitoring well <br />had been drilled between sub-areas 1 and 2-3. To date no water has accumulated in the well. <br />At the end of the fourth quarter a total of 1,864,744 tons of refuse have been placed in sub-area 2-3, <br />a total of 1,277,848 tons of refuse have been placed on sub-area 4, and a total of 108,544 tons of <br />refuse have been placed in sub-area Sa. <br />A total of 14 compaction tests were performed on sub-area 2-3 and 5 compaction tests were <br />performed on sub-area 4. All of the compaction tests exceeded 90% of Proctor for the refuse <br />material. <br />The spreading and compaction of lifts ceased in mid October as the weather had tuned cold and the <br />lifts would not dry pCOperly. No spreadutg or compaction occurred in pit 5. Currently the bulk of <br />the refuse is being stored in pit 5 to be spread and compacted in the spring. <br />Both the topsoil and subsoil piles for sub-areas 2-3 and 4 have been seeded and are stable. All of <br />these seeded areas plus the area disturbed during the reclaniation of sub-area t show vegetative <br />growth. The topsoil and sub-soil piles along with the pond and other disturbed areas associated with <br />pit Sa have been seeded. All organic material and topsoil was re»toved prior to the storage of refuse <br />in all meas. <br />Sub-area 1 has been reclaimed and is no longer in use. <br />
