dischazge into Segment 13c (Trout Creek above Fish Creek) in CWQCC's Region 12 of the Yampa River basin
(Trout Creek).
CWQCCR 31.11
Basic standards for surface water are defined in this regulation.
CWQCCR 33.0
Classifications and numeric standards for the Colorado River Basin are in this regulation. The classification of the
reach of Trout Creek contiguous to the Edna permit area is aquatic life cold 1, recreation 1 a, agriculture, and water
supply June through February. There is no indication in monitoring data in the Edna Mine AHR that indicates that
the mine's discharges caused exceedances of instream standards in the stream segment. The sulfate standard is 250
mg/l, unless there is a specific application. The sulfate criteria are WS, water supply, from June through February.
The WS standazd is the water quality as of January 1, 2000. However, there is no water supply use, and, thus in
turn, no numeric sulfate standard. Other constituents monitored were below the criteria. This stream segment is not
now "use protected", thus antidegredation allowances do not apply.
CWQCCR 41
Basic standards for ground water aze contained in this regulation. Basic standards for ground water have not been
described in the PAP. In this review, three specified azeas are recognized. One is the alluvium of Trout Creek subject
to impact from Edna mining activity [hydrologically down-gradient of mining activity and east (Trout Creek is a
hydrologic barrier to east-west migration of alluvial groundwater) of Trout Creek], a second is the backfill (spoil)
area of the open-pit operation, and a third the Trout Creek Sandstone within a mile, hydrologically down-dip, of the
mining operation.
There aze seven wells registered with the State engineer in or near these specified areas.
Well Permit Use Location Comments
Number

none other SENESec13T4NR86W a eazs to be the s oils rin monitorin well WR-1
70038 household NESWSec14T4NR86W alluvial, appears to be out of specified areas, west of
Trout Creek and above TR 1.5
105783 domestic SWSESec14T4NR86W alluvial, appears to be out of the specified areas, above
TR 1.5
165662 domestic SESWSec14T4NR86W alluvial, appears to be out of specified areas, west of
Trout Creek and above TR 1.5
209186 domestic, SWNESec14T4NR86W alluvial, appeazs to be out of specified area, west of Trout
household Creek and above TR 1.5
63790 domestic NENESec25T5NR86W alluvial, appears to be out of specified azea, west of Trout
Creek, 1.5 mile below minin activi
84697 domestic SENWSec36T5NR86W bedrock, appeazs to be the Trout Creek Sandstone
monitorin well TCS-1
There are no known domestic or agricultural uses of groundwater from the Trout Creek alluvial or spoil aquifer
specified areas. The use of shallow wells developed in backfill spoil azeas would be of limited value due to the small
quantities of water available within this spoil aquifer. By observed values of spoil spring and alluvial water quality, a
Page 6
