This section of the <br />permit application describes that the ditches were designed in accordance with <br />Rule 4.10.3-Refuse design. The report also describes the ditches as being <br />installed per design at 3 feet deep and a 1% grade. However, the permit <br />application conflicts between the refuse disposal area section describing the <br />ditch (Exhibit 21, page 3) and the hydrologic design section for the whole <br />mine (Exhibit 18), The sizing and acreages drained for ditches D 9-9 and D <br />9-10 in Exhibit 18 are incorrect and need to be amended. Also, even though <br />Exhibit 21 refers to the design no detailed design is given. <br />In summary, one design needs to be submitted giving a ditch configuration <br />adequate to pass the 100 year, 24 hour event. This needs to be submitted as a <br />technical revision.
