White P.E. being duly registered as a Professional <br />Engineer in the State of Colorado, registration no. 7964, do <br />hereby certify to the following information concerning the North <br />Spoil Area at the Twin Pines N0. 2 Mine Site: <br />1. Inaccordance with rule no. 4.09 of the Rules and Regulations <br />of the Mined Land Reclamation Division subject spoil pile was <br />inspected for compliance with the Mining Permit and far <br />stability. Inspections were carried out several times during the <br />period from January 1,1990 to March 28, 1990. As required by the <br />mining permit, testing and design of final fill slope was <br />initiated during the period. Insitu density tests were taken and <br />spoil samples for triaxial sheer tests and proctor analysis were <br />collected on March 4, 1990 by Lincoln-Devore personnel. The <br />results of the testing is being analyzed at this time. At the <br />time of testing the level of compacted spoil was approximately 2 <br />feet below the top of the toe dike. A goad portion of the area <br />was covered with piles of spoil dumped from a truck. Sufficient <br />area was exposed for obtaining density samples. The dumped spoil <br />was leveled and compacted by the March 28 inspection. The average <br />level of the pile is now approximately 1 foot above the level of <br />the toe dike. Laboratory test results and the stability analysis <br />will be forwarded to the Division when received from Lincoln <br />Devore. Lincoln Devore personal were also on the site March 28 <br />taking additional measurements for the final analysis. <br />2. To the best of my knowledge and belief the spoil pile is being <br />constructed inaccordance with the procedures outlined in the <br />permit application and good engineering standards.
