-3-

As requested above, Seneca II should provide information on water
typing procedures for surface waters, including springs.
Concentrations of manganese and total iron exceeding EPA guidelines
were measured at site SW-S2-2. The explanation given is that the
concentrations are proportional to increased total suspended solids and
increased ion concentrations resulting from the high water year. This
appears to be a reasonable finding.
NP DES site 004 exceeded pH guidelines three times, probably due to
algae activity, and excursions may be expected again this year. There
was one oil and grease excursion noted at 003 pond, but an oil sorbent
boom was placed across the discharge point to prevent future problems.
E. S rp ings
Five springs -four in and one out of the permit area - were monitored
tri-annually for discharge, and annually for water quality.
An explanation as to how discharge measurements are obtained is
necessary.
Low flows measured to the thousandth of a second foot probably are not
too accurate. The gallon bucket and stop watch method of measuring
flow in gallons per minute would be a more realistic unit. The text
indicates that spring No. 4, which is outside the permit boundary will
be dropped from the monitoring program. This spring issues from
pre-law spoils. Continued monitoring at this site is desirable to
obtain data relative to water quality and quantity in future spoils
areas.
F. Recommendations to Proposed Monitoring Requests
1. Request to monitor water levels quarterly rather than monthly,
except pollutant plume wells GW-S31A2 and GW-533.
Generally water levels were measured only six times during 1984,
rather than monthly. The following schedule is proposed:
February, April/May, June/July, August, September/October,
December. Continued monthly monitoring of GW-S31A2 and GW-S33
should be approved.
2. Request to discontinue sampling of GW-S42 due to possible drilling
fluid contamination.
Before approving this request, the Seneca staff should try the
pump-surge-pump .well development procedure, then sample. If
anomalously high pH, conductivity, and chloride values are still
present, the request should be approved. Water level measurements
should still be obtained.
