<br /> <br />-3- <br /> <br />As requested above, Seneca II should provide information on water <br />typing procedures for surface waters, including springs. <br />Concentrations of manganese and total iron exceeding EPA guidelines <br />were measured at site SW-S2-2. The explanation given is that the <br />concentrations are proportional to increased total suspended solids and <br />increased ion concentrations resulting from the high water year. This <br />appears to be a reasonable finding. <br />NP DES site 004 exceeded pH guidelines three times, probably due to <br />algae activity, and excursions may be expected again this year. There <br />was one oil and grease excursion noted at 003 pond, but an oil sorbent <br />boom was placed across the discharge point to prevent future problems. <br />E. S rp ings <br />Five springs -four in and one out of the permit area - were monitored <br />tri-annually for discharge, and annually for water quality. <br />An explanation as to how discharge measurements are obtained is <br />necessary. <br />Low flows measured to the thousandth of a second foot probably are not <br />too accurate. The gallon bucket and stop watch method of measuring <br />flow in gallons per minute would be a more realistic unit. The text <br />indicates that spring No. 4, which is outside the permit boundary will <br />be dropped from the monitoring program. This spring issues from <br />pre-law spoils. Continued monitoring at this site is desirable to <br />obtain data relative to water quality and quantity in future spoils <br />areas. <br />F. Recommendations to Proposed Monitoring Requests <br />1. Request to monitor water levels quarterly rather than monthly, <br />except pollutant plume wells GW-S31A2 and GW-533. <br />Generally water levels were measured only six times during 1984, <br />rather than monthly. The following schedule is proposed: <br />February, April/May, June/July, August, September/October, <br />December. Continued monthly monitoring of GW-S31A2 and GW-S33 <br />should be approved. <br />2. Request to discontinue sampling of GW-S42 due to possible drilling <br />fluid contamination. <br />Before approving this request, the Seneca staff should try the <br />pump-surge-pump .well development procedure, then sample. If <br />anomalously high pH, conductivity, and chloride values are still <br />present, the request should be approved. Water level measurements <br />should still be obtained. <br />
