- 10 - <br />1 <br /> <br />1 <br /> <br />1 <br />1 <br />terials ("fine refuse"), such as wash plant residue, into <br />the pile. <br />3.3 WASTE ROCK CLASSIFICATION <br />ARCO Coal Company has agreed to design the initial waste <br />rock storage pile according to the requirements for coal <br />processing waste. Such material is defined in the Regulations <br />of the CtII.RB for Coal Mining as "earth materials which are <br />combustible, physically unstable, or acid-forming or toxic- <br />forming, which are wasted or otherwise separated from product <br />coal, and slurried or otherwise transported from coal process- <br />ing plants, after physical processing to separate coal from <br />its impurities and other activities necessary for the bene- <br />ficiation of coal into a saleable form". <br />It is thought that due to the nature of the waste rock <br />material it may be appropriately classified as underground <br />development waste rather than coal processing waste. Sampling, <br />testing, and monitoring of the initial waste rock material will <br />be performed to establish the correct classification. Sub- <br />sequent waste rock disposal piles will be designed in accord- <br />ance with the pertinent regulations for the classification of <br />the material which is established. <br />The shear strength of the waste rock will be determined <br />by the physical characteristics of the material and its bulk <br />density. These parameters will be influenced substantially by <br />the degree to which the waste rock breaks down under com- <br />paction. <br />3.4 PHYSICAL PROPERTIES OF WASTE ROCK MATERIAL <br />6eoanoao coNw~nrw. iwe. <br />
