Peabody is submitting the soil balance with the Annual Reclamation Report as required by <br />Permit C-80-005, Tab 13, Page 13.29c and as recommended by Section 2.04.13(2) of <br />Colorado's Regulation for Coal Mining. The spoil quality, soil thickness, soil and spoil <br />fertility, and plant rooting depth data for the 1990 field season will be compiled and <br />presented with the 7991 Annual Reclamation Report. <br />Soil Balance <br />The following soil information is submitted to update the topsoil volume information <br />Peabody submitted with the Fourth Annual Topsoil end Spoil Monitoring Report, to estimate <br />the mean soil replacement thickness for the remaining disturbance area at Seneca II Mine, <br />and to satisfy the annual soil balanee permit condition. The soil balance is completed tc <br />ensure that soil is salvaged, stockpiled, and replaced es recommended end approved in the <br />permit, and, if necessary, to readjust soil salvage and replacement depths. <br />Soil Salvage. Soil salvage (disturbance) areas for the 1990 field season are shown on <br />Exhibit 90.1. Soil was removed from 18.2 acres ahead of the active Volf Creek pit. Soil salvage areas for the remainder of Seneca II Nine, including the 1990 <br />disturbance area, ere shown on Exhibit 2, Topsoil Balance Plan - 7989 Field Season (PCC, <br />7990). Soil map units for the undisturbed areas ere identified on the baseline soil map, <br />Exhibit 9-1, Soil Types and Sample Locations (dated May 73, 1988). <br />The projected soil salvage areas, soil selvage thickness, end soil volume for each soil <br />type for the remainder of Seneca II Mine ere listed in Table i. The topsoil salvage <br />depths are identical to those utilized for the Fourth Annual Topsoil and Spoil Monitoring <br />Report (PCC, 1990). It is projected that 237.1 acre-feet of soil remain to be salvaged <br />within the permit area. <br /> Soil Storage. All existing topsoil stockpiles locations (75 total) are shown on the <br /> enclosed Exhibit 90.1. Topsoil stockpile volume information is presented in cable 2. <br /> During the pest year, the soil reserve at stockpile site 2 was completely exhausted and <br /> approximately 41.2 acre-feet of soil was removed from Site P. Site 00 was resurveyed end <br />• shown to contain 21.0 acre-feet of soil. Approximately 492 .8 acre-feet of soil was <br /> stockpiled as of December 37, 1990. <br /> 2 <br />
