Additional detail regarding the release scenarios is discussed iri Section 2.0. Dames & Moore
conducted a preliminary site assessment including sampling and analysis of potentially affected
process materials at the facility. The results of this preliminary assessment are discussed in
Section 3.0.
1.2 Purpose
The purpose of this SAP is to provide the approach for determining whether weed killer is
' present in process and environmental media at B&B's Montgomery Pit facility; and, if so,
determining the range of concentrations present. Central to this purpose is the delineation of
the extent of affected media identified during the preliminary site assessment in order to
~, accelerate remedial action, if necessary. Subsequent sampling and analysis efforts may be
necessary if the information provided by this effort indicates the need for a formal risk
assessment, or identifies affected media beyond that confirmed by the preliminary sampling.
1.3 Objectives
The following specific objectives support the aforementioned purpose:
• Identify chemicals potentially released
' Identify media potentially affected
• Evaluate fate and transport characteristics of the released chemicals in the potentially
affected media
• Evaluate toxicity of released chemicals considering potential exposure pathways
• Select the chemicals and media targeted for sampling and analysis
• Determine the number and locations of samples necessary to establish if affected media are
present; and, where preliminary sampling has confirmed the presence of affected media,
define their extent.
• Define the appropriate techniques for collecting samples from each potentially affected
media.
• Select the appropriate analytical methods for identifying and quantifying released chemicals
in each potentially affected media.
• Determine the regulatory status of affected media.
• Evaluate appropriate corrective actions and estimate mitigation costs.
1.4 Approach and Oryanizar'ion
To achieve the aforementioned purpose and supporting objectives, this SAP applies a
systematic approach that is designed to be technically sound and accurate. This approach
involves 7 main components, briefly described below.
Section 2.0 -Potentially Released Chemicals and Potentially Affected Media -describes the
reported activities that may have released chemicals, reviews Material Safety Data Sheets
(MSDS) provided by B86, and evaluates the process flow of materials (sand, gravel, asphalt,
etc.) at the facility, to identify the potentially released chemicals and potentially affected media.
' Section 3.0 -Preliminary Assessment -discusses the preliminary sampling and analyses that
have been conducted, and the analytical results. Section 4.0 -Sampling and Analysis -
discusses the rationale used to select chemicals and media targeted for sampling and analysis,
88B Excavating, Inc., Edwards, Colorado December 17, 1998
Montgomery Pit Facility 39210-003-034
Draft Sampling and Analysis Plan 4 DAMES 8 MooRE
