<br />1.0 INTRODUCTION <br />I This introductory section presents background information, the purpose, objectives, approach, <br />and organization for this sampling and analysis plan. <br />A 1.1 Background <br />This sampling and analysis plan (SAP) is prepared for Holland & Hart, L.L.P. on behalf of B8B <br />Excavating, Inc. (B8B). B86 operates open pit sand and gravel mines, ready mix concrete <br />batch plants, and hot mix asphalt batch plants as part of excavation, asphalt paving and <br />concrete operations. BBB's main office is located in Edwards, Colorado; satellite facilities are <br />,~ located in Eagle and Summit counties. <br />Holland & Hart retained Dames 8 Moore to provide environmental consulting services on behalf <br />of 886 on November 9, 1998, in response to reported releases of chemical substances at <br />BBB's Montgomery Pit facility. This facility is located approximately 2 miles west of Eagle, <br />Colorado, on U.S. Highway 6. Figure 1 illustrates the location of the Montgomery Pit facility <br />relative to prominent landmarks in the area. <br />As illustrated in Figure 2, 88B's Montgomery Pit consists of the following facilities and <br />operations: <br />• Access roads <br />• Active open pit sand and gravel mining operations <br />• Gravel crushers <br />• Vibratory screens and classifiers <br />• Sand and rock washing plants <br />• Process water ponds and settling basins <br />• Sand, gravel, and road base stock piles <br />• A ready mix concrete batch plant <br />L • A hot mix asphalt batch plant <br />• Fuel and oil storage facilities <br />• An equipment storage area <br />• An equipment bone yard <br />• Truck scales. <br />During an informational meeting with B88's General Council, Mr. Peter Rudy, Esq. at B88's <br />Edwards, Colorado, offices, Mr. Rudy provided Dames 8 Moore with available information <br />regarding two reported chemical releases at the Montgomery Pit site, one in September 1997 <br />and the other in July 1998. Reportedly, the released chemicals consisted of a commercially <br />available weed killer called Repco Kill IIT'" containing approximately 2 percent 2,4- <br />dichlorophenoxy acetic acid (2,4-D) and approximately 2 percent Bromacil.
