<br />Mr. Banks has performed geologic, hydrologic, environmental design, permitting and community
<br />' work on solid waste disposal sites. Most recently he managed all the engineering and
<br />environmental design, permit document preparation, community programs and agency
<br />negotiations for a proposed 400,000 tontyear coal ash monofill, designed to comply with EPA and
<br />Colorado RCRA Subtitle D requirements.
