B.S., Geology, 1970 <br />CERTIFICATIONS <br />Professional Geologist: State of Colorado <br />' REPRESENTATIVE EXPERIENCE <br />Mr. Banks is responsible for project management and technical activities for mine permitting at <br />' local and state levels, environmental site assessments and a broad range of environmental and <br />regulatory compliance projects. He specializes in mine permitting strategies, permitting feasibility <br />studies, public information meetings, regulatory agency negotiations and coordinating multiple <br />specialized subconsultants for successful permitting of mine projects throughout the Rocky <br />' Mountain Region. He also has conducted numerous geologic, hydrogeologic, and regulatory <br />compliance investigations for hazardous waste sites and sanitary landfills. F~camples of Mr. <br />Banks' project experience follow. <br />Mine Permitting: <br />Mr. Banks specializes in permitting, zoning and land use approvals for industrial minerals <br />' projects. He has been a regulator (Jefferson County Geologist, Jefferson County, Colorado) and <br />industry consultant.
