<br />FILL PLACEMENT <br />Fill placement terminated with the mine closure in 2002. CDMG regulations require that spoil be "placed <br />in horizontal lifts in a controlled manner, concurrently compacted as necessary to ensure mass stability". <br />Maximum lift thicknesses are not specified. As indicated by previous inspection reports, lifts were placed <br />in accordance with construction specifications designed by CTL Thompson. Left thicknesses of up to 50' <br />were placed within the area removed firm the 511 face by more than SO ft. Thinner lifts of 68 ft. with <br />leveling and compactive effort supplied by dozers and trucks was utilized as fill placement advanced to <br />within fifty feet of the slope face. <br />No fill placement occurred during this quarter, nor is fimrre placement anticipated. <br />COVER MATERIAL <br />As documented by previous inspection reports, cover placement, seeding and mulching occurred during the <br />second quarter 2002 followed by soil placemem and seeding of the upper most bench during the first <br />quarter of 2004. <br />During the second quarter of 2005, areas disturbed by maintenance of the armored down rains were hand <br />seeded using certified weed free straw and the approved rangeland seed mix. <br />STRUCTURAL IIVTEGRITY <br />The entire excess spoil fill facility was examined for signs of taitiue and instability such as tension crocks, <br />gro~md movement, springs and seeps, and standing water. No indication of potential instability was <br />observed. <br />DOCUMENTATION AND OTHER OBSERVATIONS <br />No signi5cant erosion was noted with established drainages fimctioning as designed. Areas of disMbance <br />caused by repairs to the surface drainage system were reseeded this spring. With ample spring moisture, <br />vegetation is flourishing and plain density is improving. <br />CERTIFICATION <br />Inspection was conducted by Ronald G.
