' CAE LA POUDRE VETERINARY C~NIC
2200 North Taft Hill Road
Post Office Sox 825
Fort Collins, Colorado 80522
303-221-1297

September 19, 1988
` Lorimer County Commissioners
200 West Oak
Fort Collins, CO 80521
Dear Sirs:
This letter is regarding the Sterling Special Review #Z-17-88 to conduct
a mining operation in a FA-I Farming Zoning District. Following are my
concerns and comments regarding this application.
' My clinic and residence is located at 2200 North Taft Hill Road, whicfi is
on the east side of North Taft Hill Road directly across from the proposed
mining operation. At the present time this property is a grass pasture and
' corn field and there is little or no dust or blowing dirt from this property.
There is, however, considerable dust and dirt generated by the present mining
of gravel to the south of the proposed project. Due to the Drevailing wind
in this area coming from the northwest at anywhere from 60 to 90 mph, and
' since we live directly across from the proposed site, there is no way to
prevent or even alleviate being bombarded by a tremendous amount of dirt
and sand that will be generated from the mining operation. It is my opinion
that I will not be able to perform sterile surgery and carry on an adequate
veterinary clinic under these conditions. Since this certainly will be the
case, my livelihood will be affected.
The value of our property is also of major concern. Obviously our
property values will be affected if a gravel mining operation is all you can
see across the road, and you consider all the dust and noise contamination.
' Also, after [his land has been completly mined and the hole is filled with
water, this will not increase or maintain the value of our property since we
are on the opposite side of Tact Hill Road which by that time will probable be
a four lane road. The only thing that I see from this is a body of water
unkept and probably a source of mosquitos and other insects that will result in
an eye sore.
A third concern is a drop in the underground water level and how this;
affects our pastures, lawns, gardens and trees. We already know that minin

~
1 the land which is just south of the proposed project and was approved in 1985
has greatly affected the water level. In 1985 we were told by both Sterling
Sand and Gravel Company and the Planning Department that this would not
happen. However, it certainly has and we are outraged because no one wants
' to accept the fact that the water level has dropped due to that mining
project and its associated dewatering proccdure. As we understand it, this i;
the same procedure that will be done at the proposed mining site.

i
