• 7 <br /> Digital Submission of 199 <br />Annual Reclamation Report <br /> <br /> Seneca Coal Company ISCC1, in cooperation with the Colorado Division of Minerals and <br /> Geology, submits the Seneca II 1997 Annual Reclamation Report with maps on CD-ROM. The <br /> maps are AutoCAD Vers ion i4 drawings and can be overlaid with 1996 submittals by inserting <br /> at point 0, 0. Also, an updated existing topography contour map is included on [he CD-ROM. <br />1997 Disturbance Area <br />No additional area was disturbed durl ng 1997 at Seneca II Mine. See Exhibit 9-3a, from the <br />1995 report for [he limits of disturbance as of December 31, 1997. <br />Backfilling and Grading <br />43.7 acres were final graded during 1997 mostly in Auger Area E and the lower portion of <br />the A2 Haul Road. These areas are shown on drawing 5297-2. Final pit reclamation began in <br />both the Wadge and Wolf Creek pit areas. <br />Soil and Spoil Monito ri no <br />SCC is required by Permit C-80-005 to monitor the salvage, storage, and redistribution of <br />soil and spoil handling operations at Seneca II Mine. Specific programs include <br />documenting soil recovery, verifying soil redistribution thickness, determining final <br />graded spoil quality, determining soil fertility, evaluating plant tooting chars cieristics, <br />recording the source of replaced soil, and completing an annual soil balance. The <br />following sections present the soil and spoil monitoring data for the 1997 calendar year. <br />Sail Recovery Documentation <br />Soil recovery limits and depth were not recorded in 1997 due to no additional areas having <br />topsoil removed from them. <br />Soil Pit - Spoil Fertility - Spoil Quality <br />Soil fertility and spoil quality samples are collected periodically from shallow postmine <br />soil pits which are randomly located. The postmine soil pits are also used to evaluaCe <br />plant rooting cha ra cteris[ics and to compare soil/spoil profile data with site specific <br />revegetation data. <br />• Postmine soil pits are placed within reclamation blocks that have been soiled and seeded <br />for a minimum of three years. Similar minimum time frames are used for monitoring postmine <br />veq etation. The permanent vegetation has generally established sufficiently after three to <br />
