(Northwest Colorado Consultants, Inc.) has prepared this letter outlining our <br />observations made during [he first quarter of 2003 at.the Refuse Pile, which is located at the Foidel Creek <br />Mine in Routt County, Colorado. During this quarter, we visited the project site on March 19, 2003 to <br />provide our quarterly observations. <br />At the time of our visit, we observed that the majority of [he refuse materials (waste coal) that were <br />produced during this quarter appeared to have been stockpiled along the eastern half of Area 2. The refuse <br />pile was covered with 0 to 6 inches of snow at the time of our visit. However, the cover soils that had been <br />placed along the east face of Area 1 were exposed and we did not observe any adverse signs of drainage or <br />erosion in this area. In addition, we did not observe any other adverse drainage conditions on the <br />remainder of the pile. However, it should be noted that the surface of the haul road going into the pile was <br />in very poor condition and we observed a considerable amount of surface runoff flowing down or standing <br />in the wheel ruts that were in the road. <br />We were advised that they had produced approximately 69,700 cubic yazds of waste coal during [his <br />quarter and that approximately ] 0 [o ] 5 percent of [he total amount consisted of fines that were not placed <br />in the pile. It is our understanding that the fines were pumped underground into the mine. <br />Based on our part-time observations, it appears that the waste coal materials that were recently produced <br />were being stockpiled in general accordance with the project plans and specifications. <br />As suggested in our previous quarterly report, [he water levels in the monitor wells installed on October 23, <br />1997 and December 9, 1999 were measured during this quarter on a monthly basis.
