The Division interprets Rule 4.05.13(4)(a) as requiring data to be on file, along with <br />other permit information, at the Routt County Court House as it is gathered from scheduled <br />monitoring activities, not just as contained in Annual Hydrologic Reports for the preceding water <br />year. This deficiency was brought to our attention in the untimely recognition that the TCS-1 fall <br />monitoring had not been regorted as accomplished. Please insure monitoring information is on <br />file, as accumulated, at the Routt County Court House. <br />Item 7. As related to the Annual Hydrologic Report, but specific to the PAP, please submit a <br />revision (minor) to the PAP that corrects the typographic error designation (TRS-1) of TCS-1 on <br />page 4.6-147 (line 34) (should read TCS-1). <br />Item 8. Please include the results of sampling of TCS-1 (see AHR, page 49). A comment that <br />power was unavailable was the only entry in the report. <br />Item 9. As related to the Annual Hydrologic Report, but specific to the PAP, please review the <br />prediction of probable hydrologic impacts to Trout Creek as presented in the PAP on pages <br />2.SA-7 (TDS values as high as 1,186 mg/1) and an annual average TDS of 196 mg/1 as <br />anticipated on page 4.6-61(a). The apparent conflict in predictions has been a source of <br />confusion during this review (as it was in 1996). If warranted, please submit a minor revision to <br />page 4.6-61 a of the PAP as may be appropriate. <br />Item 10. Post mining spoil water was expected to have average TD5 values of 3,000 mg/1 (PAP <br />page 2.5-96). However, dischazges from sedimentation ponds fed by spoil springs have TDS <br />values in the 4,000s, and at times approach 5,000 mg/l. Water from the spoil aquifer would be <br />expected to have TDS levels that correspond to the spoil springs. Values of TDS in monitoring <br />well WR-1, a spoil sampling point, have ranged as high as 4570 mg/1 to date.
