The <br />reports were reviewed and the following concerns were noted. <br />Question no. 2 on the report form asks if the mine has been granted temporary cessation ITC) status. <br />Rule 1 .13.5 requires notice of temporary cessation to be submitted for operations that are idle for 180 <br />days or more. Additionally, for operations idle more than 5 years, the operator must request a 5 year <br />extension to the initial 5 year temporary cessation period. This request must be presented to, and <br />approved by the Mined Land Reclamation Board (Boardl. <br />Some of the annual reports for Rio Grande County operations indicate they have been inactive for the <br />past year. These operations should be in TC. However, to date, notice of TC has not been submitted <br />as required. <br />If these operations are not activated (either mining or reclamation activitiesl, a notice of TC must be <br />submitted as per Rule 1.13.5 (copy enclosedl. Alternatively, for operations that are intermittently <br />active, and for operations that are currently active, but operate less than 180 days per year, Rio Grande <br />County may opt to request intermittent operation status as provided for in Rule 1 .13.7. This type of <br />request must be in the form of an application for technical revision and must contain the information <br />required when submitting a notice of TC as per Rule 1 .13.5. <br />Question no. 3 asks if the operation has a phased reclamation plan. To clarify, this means that <br />reclamation of part of the permit area is taking place while other areas are being mined. Some large <br />mines do this to keep their acreage disturbed at any one time down to a minimum. <br />Questions no. 4 and no. 5 are asking how much new acreage was either disturbed or reclaimed during <br />the past year. For sites that were inactive, these blanks should show 0 acres affected and 0 acres <br />reclaimed during the report year. For sites that were active, these blanks should accurately indicate <br />how many acres were affected and/or reclaimed in the past year. <br />Question no. 6 inquires about information on reclamation performed at each site to date, not just during <br />the past year. Please fill in all blanks with the correct acreage in each stage of reclamation for the <br />entire permit area. If none of the acreage at a specific site has been partially or fully reclaimed, please <br />fill in these blanks on that sites report with zeros. <br />
