'` ~ CHRISTIAN PITS ~ Page 2 <br />On February 5, 1979, Jim Schmieding did an inspection on both operations. It is not <br />known exactly what he found but apparently he inspected the area for reclamation <br />adequacy. <br />On April 17, 1979, a letter from Tom Ledgerwood to Jim Schmieding stated that some <br />amount of land area had been graded, smoothed and seeded since Mr. Schnieding's in- <br />spection in February. The letter requested 12 acres be released from bond on area #1. <br />It is not clear if any area was requested to be released on area #2 and if so, how much. <br />A letter from Jim Schmieding to Tom Ledgerwood, dated April 30, 1979, called for an in- <br />spection prior to the May 23/24, 1979, Board meeting. This would be customary for any <br />bond release request. <br />It is not known what date the pits were reinspected but hand written notes in the files <br />indicate that Mr. Schmieding determined that 20 acres had been reclaimed at area #1 <br />with 16 acres left to reclaim, and that 23 acres had been reclaimed at area #2 with 30 <br />acres left to reclaim. Items 31 and 32 of the May 23/24, 1979, Board agenda called for <br />bond reduction on both areas. After the Board approved the reductions, the total bond <br />amount was reduced from $65,800.00 to $33,000.00. <br />Two irregularities exist in this bond reduction. First, the area had been seeded only <br />a few weeks before Mr. Schmieding's inspection and yet he was able to report the "grass <br />was coming along good." Second, in the preparation of these annual reports we have been <br />unable to identify a total of 43 acres within the 1976 permit boundaries that have been <br />graded, topsoiled, and seeded. In 1979, Schmidt-Tiago had Randall and slake seed a total <br />of 45.9 acres of land. It is not known exactly what areas were seeded, but from ex- <br />amination of recent aerial photos and comparing them to much older ones it appears that <br />perhaps half the area seeded was pre-1973 mined land and had never been included in this <br />or any permit.~Mr. Ledgerwood's release request was for 12 acres in area #1 and yet Mr. <br />Schmieding recommended a release of 20 acres <br />As a result of these releases it appears that area #1 is seriously underbonded and has <br />been such for nearly three years. Area #2 may also be underbonded. There is no record <br />the file showing what area was released. <br />Between 1978 and the present both operations have proceeded. The present locations of <br />the affected land are very near the 1980 limits that were shown on the colored 1974 <br />permit map. The operations are, therefore, somewhat behind the schedule proposed 8 <br />years ago but not significantly so. However, recall that the permit boundaries were <br />pulled back in the conversion.
