Cottony <br />Division Director <br />Natural Resource Trustee <br />I have completed my preliminary review of Colowyo's 2005 Annual Hydrology Report. <br />I would like to request a more detailed review by a hydrologist. Below are my <br />comments, observations and questions. <br />The Colowyo Mine's hydrologic monitoring plan is located in Permit Volume 1 <br />beginning on page 4.05-10. Colowyo only monitors three surface water and three <br />groundwater locations for the entire permit area. These locations are shown on Exhibit <br />2C of the AHR. Alll of the necessary monitoring was completed in accordance with the <br />permit requirements. <br />One item that is important when looking at the hydrology at the Colowyo Mine is that the <br />surface water that flows from and around the site is regionally important for irrigation <br />and livestock. This. water then ultimately flows into the Yampa River. <br />Currently it does not appear as though the Colowyo Mine has a point of compliance, as <br />required. Not only do we need to determine a point of compliance for the main mine area <br />(East and Wets Pits) but we may also need a point of compliance for the South Taylor <br />area. With Colowyo's submittal of Pennit Revision 02 this would be the appropriate <br />time to get a point of compliance (or multiple points, if necessary) in the permit. <br />I also noticed what I think are possible deficiencies in Colowyo's current hydrologic <br />monitoring plan. As I stated above, there are only three surface water and three <br />groundwater monitoring sites at the mine that are contained in the monitoring plan <br />(although there are more than two dozen total sites that Colowyo monitors).
