~i <br />MINING /NC. <br />~nmrn CrM~ YIN <br /> <br />FIRST QUARTER 1999 <br />ENGINEERING INSPECTION <br />EAST YARD AND WEST VALLEY FILL <br />GOB DISPOSAL PILES <br />The Sanborn Creek Mine approved permit document includes the requirement to inspect the coal <br />mine waste pile for stability quarterly. The inspection is to be performed by a registered engineer or <br />other qualified professional specialist experienced in construction of earth and rockfill <br />embankments. Both Bear Coal Company and the Sanborn Creek Mine have approval to dispose of <br />coal mine waste in the gob pile. <br />On March 22, 1999, I performed a visual inspection of the East Yard and West Valley Fill gob <br />disposal areas at the Sanborn Creek Mine. The East Yazd gob disposal area was dry. Nothing was <br />observed during the inspection that would indicate the pile has a potential for failure. Safety berms <br />are required on the downhill edge of the pile by the Mine Safety and Health Administration. <br />Compaction tests were performed for fourth quarter 1993, second quarter 1994, fourth quarter 1994, <br />second quarter 1995, fourth quarter 1995, second quarter 1996, fourth quarter 1996, and third quarter <br />1997. Gob material has consistently passed compaction tests. Compaction tests are required, as <br />necessary, based on the amount of material added to the waste area. Compaction tests are planned as <br />material is added to the waste area <br />A considerable quantity of material has been removed from the East Yazd area for use as base <br />material for the new coal stockpile. Plans are to survey the pile on at least an annual basis for <br />accurate volume reports. Surveyor John Menke has not yet completed the survey calculations for the <br />volume of material removed Bear Coal Company did not haul any material to the gob pile during <br />the last five years. The Bear Mine was closed during December of 1996. Bear Coal Company may <br />haul material to the gob pile as part of the reclamation of the Bear Mine. <br />P O.
