1 <br /> <br />1,1 Terms of Reference <br />1.1.1 Purpose <br />This manual addresses the quality assurance and quality control of the installation of flexible <br />membrane liners used by Colorado Uning international (CLI) in hazardous waste disposal landfills, <br />surface impoundments or other inslailations as speafied by the owner and/or engineer. This manual <br />therefore delineates the quality procedures and standards for production and installation. <br />' This manual reflects the requirements of the Hazardous and Solid Waste Amendments of 1984 to <br /> the Resource Conservation and Recovery Ad (RCRA), and 'Construction Quality Assurance for <br /> Hazardous Waste Land Disposal Fadlities, Public Comment DrafC, Document EPA/530SW-86-031, <br /> July, 1986. <br /> r <br /> 1.1.2 Quality Assurance and Quality Control <br />' In the context of this manual, quality assurance and quality control are defined as follows: <br /> quality Assurance - A planned and systematic pattern of all means and actions designed to provide <br />' adequate confidence that items or services meet contractual and regulatory requirements and will <br /> perform satisfactorily in service. <br />' Quality Control -Those actions which provide a means to measure and regulate the characteristics <br />of an item or service to contractual and regulatory requirements. <br />In the context of liner production and installation: <br />Quality Assurance refers W means and actions employed by CU to assure conformity of the lining <br />system production and installation with the quality Assurance PWn and speaficetions. <br />quality control refers to those actions taken by the Manufacturer, Fabricator and Installer to ensure <br />that the materials and the workmanship meet the requirements of the plans and specifications. <br />' 1.13 Lining Materials <br />For purposes of this document, the 6errrr "geomembrane' is applied to flexible membrane liners. <br />' More specifically 'geomembrane' refers to polyethylene geomembranes, with either smooth surface <br />or textured surface for increased friction. These geortrembranes include high density polyethylene <br />(HDP~ membranes which are made from resins with a specific gravity greater than 0.935. <br />' The quality assurance o(a geosynthetic liner system is addressed herein in its entirety, inGuding all <br />stages from manufactiire m installation. <br />1 <br /> <br />1 <br />
