SNELTDN, Director <br />October 8, 1985 <br />Randy Price <br />Jim Pendleton ~'~ ~ ~ ~`~- <br />Subsidence FiTtdin Bear Coal Company's Area Expansion <br />Permitf~Re ion Application (Permit No. C-81-033) <br />Pursuant to your request, I have reviewed Bear Coal Company's response to our <br />earlier adequacy comments regarding their requested permit area expansion. I <br />have drafted the attached findings for your use in preparing your amended <br />permit findings document. Please contact me if you require any further <br />assistance. <br />Bear Coal Company is requesting a permit revision approval to add acreage <br />subleased from the adjoining Mt. Gunnison No. 1 Mine. They have sublet the <br />rights to mine coal in all seams on the property, but propose a revision plan <br />for the "C" seam only. <br />The amended permit revision application contains a clarified discussion of the <br />effects of mining the "C" Seam upon the upper "E" and "F" Seams' <br />recoverability. The applicant explains that the mining of the "C" Seam will <br />increase the roof control costs and decrease the recoverability of the coal in <br />both upper seams, but will not prevent mining of those seams. I believe the <br />amended discussion to be acceptable. <br />The applicant has responded to my concerns regarding the potential for <br />landslide occurrence or rejuvenation of the mapped landslide deposits <br />overlying the proposed mine workings. Bear Coal Company, in response to <br />Stipulation No. 15, placed upon approval of the Bear No. 3 Mine permit, <br />proposed to install two additional subsidence movement monuments on the mapped <br />landslide deposit overlying the proposed workings. Through an apparent <br />misunderstanding of their monitoring program requirements, the company failed <br />to install the required subsidence monuments on the mapped landslide deposit <br />prior to development and retreat mining of the underlying workings. <br />In order to determine the actual magnitude of subsidence within the mapped <br />landslide deposit, Bear Coal Company has committed to the installation of two <br />additional subsidence monuments within portions of the mapped landslide body <br />which have not yet been undermined.
