Ms. Claire Semmer - 3 - December 29, 1986
4. Submit a proposal for an annual spring and seep monitoring plan at the
Fish Creek Tipple. Monitoring should take place in April and springs
with flows greater than 35 gpm in April should have field parameters and
''qq flow monitored monthly during peak-runoff and quarterl~hereafter.
Y"~~V, Semi-annual full suite monitoring should be done on th se springs. The
I(l plan should commit to the update of Map No. 56 identifying spoils spring
locations and elevations of springs being monitored year-round following
the annual spring and seep survey. This should be submitted in the
annual hydrologic report:
5. Please describe the contents of the annual hydrologic report in the
narrative accompanying the hydrologic monitoring plan proposal. The
Division expects that the annual report will address the water quality
impacts described in Rule 4.05.13 and the issues discussed in the
co~'f'espondence between Ms. 8egej and Mr: Larry Damrau on March 7, 1986.
A cumulative compilation of the analytical results is not sufficient, as
suggested on revised page 2:05-84(a.Y; the Division is interested in
interpretaion of the data ~--'
6. The Division would like to receive annual hydrologic reports (AHRs) on a
staggered basis during the period from January 1 to t4arch 15. This
permits the Division to distribute the work load over several months and
ensure evaluation prior to the peak flow period and field season.
Currently, Permit No. C-82-056 has committed to submitting an AHR on or
before February 28, 1986. Technical Revision No. 1, for Permit No.
C-81-036 proposes to submit the AHR on or before March 31, as does
Technical Revision No. 8, for Permit Plo. C-81-071. Please evaluate the
amount of work required to produce a quality AHR for each permit and
space the submittal dates accordingly.
Yampa Valley Coal Corporation has submitted technical revisions to revise
the monitoring plans for Permit C-8062, and C-81-036. The Division
sent out adequacy comments on these Rs on December 10, 1986, December
22, 1986, and December 29, 7986, respectively. It seems that it would be
worthwhile to arrange a meeting to discuss these three plans during the
first week of January. Pi ease let me know what date would be most
convenient for your staff.
Sincerely,
Catherine W.
