These inspections were conducted roughly ort a bi-weekly basis. <br />t am a professional engineer registered in the State of Colorado and my experience fulfills the <br />requirements of the Colorado Surface Coal Muting Reclamation Act. <br />The purpose of these inspections artd subsequent certification is to ensure proper construction of <br />the refuse piles artd to satisfy [he requirements of Rule 4.10.2 of the Colorado Mined Land <br />Reclamation Board. <br />INSPECTION OF ACTIVE AREAS 2-3, 4 artd Sa <br />There are no apparent points of seepage, or indications of slope failure on the active piles. The <br />surface drainage facilities were adequately maintained and were working properly to convey <br />surface runoff. Sediment control structures need continued maintenance and will Ite cleaned out <br />as conditions warrant. <br />The following maintenance work was completed since the last quarterly report: <br />I . Erosion controls along ditches artd slope imprinting were maintained on sttb-areas 2/3 <br />and 4. <br />2. Spreading and compaction of refuse on combined sub-areas 2/3 and 4. <br />3. Cleaning and enlargement of Pond 4. <br />4. Construction of diversion channels related to the pit combination. <br />5. Removal of [op soil from [he area between the pi[ combination. <br />~, <br />Sub-area Sa has received some waste during the quarter from the cleaning of Refuse Pit Pond 4. <br />This material Itas since been spread and compacted. <br />Our permit requires no sub-drain system, as geotechnical investigations for the disposal site <br />revealed rto groundwater present. <br />Permanent out slopes remain at approximately 85% complete on the toe of sub-area 2-3 and <br />approximately 55% complete on the toe of sub-area 4.
