Lochhead 6ecanve U%reaor Michael B. long Division Director The Division received the 1997 Annual Hydrology Report (AHR) and Annual Reclamation Report (ARR) for the Seneca II Mine (C-80-005). Both reports were submitted in accordance with the Rules and the approved permit. The Division has the following comments; Annual Reclamation Report The backfilled azeas in the lower Wolf Creek Pit and the Auger Area E closely resemble the approved post mining topography depicted in Exhibit 12-9. On page 3 of the ARR, Seneca states that no soil balance will be submitted with any further ARR's due to the topsoil storage. The Division believes that Seneca should continue to monitor the topsoil piles until they aze completely utilized for reclamation at the Seneca II Mine. This will ensure the actual volume of topsoil stockpiled and used during reclamation. In future ARR's, Seneca should map the topsoil sampling locations as approved in TR-3I. The permit requires that Seneca conduct spoil monitoring at the mine. Please inform the Division as to what spoil monitoring will be conducted in ]998. The Division was able to retrieve the ARR maps from the CD-ROM. In future ARR submittals, it would be helpful if a legend were included on the maps referencing the area, acreage and type of reclamation (graded vs. topsoiled etc ... ). Seneca has ye[ to submit stocktank certifications for a number of stocktanl:s on site including T- 15, T-16, T-20, T-25, T-26, T-28, T-30, T-31, T-33. Please submit these certifications to the Division.
