The actual volume of soil salvaged and etockpiled~ from 1989 through December 31, <br />• 1995 was determined by field survey of existing soil storage stockpiles. The ba ee and <br /> existing elevations Eor each stockpile were completed by the Seneca.II-W engineering sta ff. <br /> The stockpile volumes ae of December 31, 1995 are Meted in Table 95.2, p. 8. Ae of <br /> December 1995, 69.7 acre-feet of soil were stockpiled along the tie-acroae haul road and <br /> 925.5 acre-feet of soil were stockpiled in the mine area. <br />Soil Balance and Replacement. <br />The soil balance is calculated for Seneca II-W Mine by comparing the disturbance area Chat <br />requires soil replacement ae of December 31, 1999 with the soil reserve in stockpiles. The <br />disturbance area for Seneca II-W Mlne, shown on Exhibit 99.2a with exception to the tie- <br />across haul road, totaled 548.9 acres on December 31, 1995. No soil was salvaged or needs <br />to De replaced beneath any soil stockpile sites. Also, since Pond 009 (4.8 acresl, Pond <br />006 (7.9 acresl, the Mine Entrance Road, Haul Road A, and Haul Road G are permanent <br />postmine facilities (11.2 acresl, soil will only be replaced on a portion of those roads <br />effectively narrowing them to 20 Eeet wide. Topsoil has been replaced on 107.4 acres of <br />disturbed area through December 31, 1995. Therefore, the total die turbance area requiring <br />• topsoil as of December 31, 1995 was 417.2 acres ae the mine site and 96.6 arses Eor the <br />tie-across haul road. <br />Soil Replacement Thickness. The soil replacement thickness Eor the first five-year permit <br />term was projected [o be 1.3 feet Eor the mine area and 0.7 feet for the tie-acroee haul <br />road. The soil balance as of December 31, 1999 was talcula [ed ae follows: <br /> Mirte Area <br /> Total Disturbance area = 548.5 <br /> Permanent Facilities 6 top soil replaced = 1131.3) <br /> Disturbance area requiring soil = 417.2 acres <br /> Soil in stockpiles (Table 99.21 = 929.9 acre-feet <br /> Mean replacement depth = 1.3 feet <br /> Tie Across Haul Road <br /> Disturbance area requiring Boil = 96 .6 acres <br /> Soil in stockpiles (Table 95.21 = 69 .7 acre-feet <br /> Mean replacement depth = 0 .7 feet <br /> By dividing the soil available by the area requiring soil replaced, the 1995 soil balance <br /> i <br />i <br /> s a th <br />ckness of 0.7 Eeet for the tie -across haul road and 1.3 feet for the mine area. <br />4 <br />
