GaoiogY <br />RE: Wastebank Compaction and Certfication Issues; Your letter dated July 8, 1996 <br />Southfield Mine, Permit No. C-81-014 <br />Deaz Barbaza: <br />Energy Fuels Coal, Inc (EFCI) is currently drafting responses to your above referenced letter. <br />Specifically, EFCI is taking the following steps to respond to the issues: <br />1. A series of compaction tests, using nuclear density measurements, was completed at <br />the refuse pile on July 30, 1996 by TercaMatrix, Inc. A total of 6 locations were <br />sampled, checking compaction of both the coarse and fine lifts, at random on the 3 <br />"benches" within the active refuse disposal azea. In addition, refuse samples were <br />taken for moisture and proctor analyses. <br />2. The refuse samples are at the laboratory to run the moisture and proctor tests. EFCI <br />has sent splits of the fine refuse to 2 other laboratories to verify moisture values. <br />3. TercaMatrix, Inc. has reviewed the previous wmpaction and refuse material data, <br />including the tests performed since 1994, as well as the testing frequency. Although <br />they see no appazent stability problems based on this data and field observations, <br />TercaMatrix is completing a letter report addressing stability of the embankment and <br />proposed future compaction testing frequency. EFCI will follow with any necessary <br />revisions to the permit based on the findings of this report. <br />EFCI will respond to the Division's questions with the letter report and permit revision <br />materials by August 21, 1996. EFCI appreciates your cooperation and patience to allow time <br />for a thorough response to your concerns. <br />
