Henderson Mine SPCC/MCP May 1999 <br />• 4.3 Tank Loading and Unloading <br />Vehicles used to transport all chemicals and hazardous substances received at the <br />Henderson Mine and Urad Minesite meet applicable D.O.T. requirements. Amine <br />employee is present during unloading operations to verify product delivery, assure proper <br />connections, safeguazd against spills caused by poor connections and/or premature <br />departure while fill hoses aze connected, and facilitate response actions or spill cleanup if <br />a spill should occur. <br />4.4 Preventative Maintenance and Inspections <br />Inspections and preventative maintenance of tanks and secondary containment azeas <br />routinely occur in one or all of the following ways: <br />• routine undocumented visual inspections performed by operators while <br />undergoing normal operation, followed by maintenance as required; <br />• scheduled inspections by operations and maintenance personnel, a:. part of <br />preventative maintenance programs; <br />• scheduled inspections by environmental personnel or their desipgrees in <br />accordance with regulatory requirements under Resource Conservation and <br />Recovery Act and the Clean Water Act. <br />4.5 Tank Testing <br />Tank testing will be performed when reasonable suspicion is raised by deficiencies <br />identified during inspections, maintenance records, age or design life. Tests for integrity <br />of chemical, petroleum, or wastewater tanks aze conducted on a case by case basis;. <br />Testing methods are used that consider the tank system design, i.e. tank, piping, ~;upports, <br />and may incorporate hydrostatic, visual, shell thickness measurement, or other non- <br />destructive techniques. During testing, attention is directed to seams, welds, inlet and <br />outlet piping connections, and gaskets, as applicable. Deficiencies which could create a <br />potential spill source are repaired prior to placing the tank in service. <br />4.6 Pipelines <br />Existing underground pipelines for used oil, natural gas, and sewage are metal pipes that <br />have been wrapped in tape or provided with cathodic protection to prevent a~rrosion. <br />The majority of the pipelines carrying untreated water, including the main lines between <br />the Henderson Mine and the Urad Minesite, aze composed of plastic-based material (e.g., <br />HDPE) that resists corrosion. All new underground pipelines aze designed to minimize <br />corrosion and to allow for expansion and contraction. <br />8 <br />
