Begej <br />October 31, 1991 <br />Page Three <br />• Foundation materials have an effective friction angle of 30-45 degrees <br />and cohesion of 1,000-2,000 psf (Rocky Mountain Geotechnical, 1982); <br />• Continued effective functioning of sub-drain and maintenance of <br />effective surface drainage off pile (Phreatic surface at or below ground <br />level); <br />• Effective friction angle of 33-38 degrees for fine refuse (GeoWest,1988); <br />• Analysis of both circular and sliding block failure modes. <br />EFCI plans to initiate the refuse pile stability evaluation upon notification from the <br />Division of concurrence with the proposed evaluation approach.
