adequacy is achieved with 30 transects. <br />Species Diversity. The percent relative composition or cover values in Table 7, Pre-1986 <br />Reclamation -Plant Cover, document that the four most dominant plant species growing on this <br />reclaimed site contributed a total of 59.89 percent of the total relative cover found on this site. <br />This is well within the maximum value of 83 percent required by the Permit. The most <br />dominant species growing on this reclamation site contributes only 29.42 percent of the total <br />relative cover, less than the 40 allowed and one of the four dominants is a shrub. When RMR <br />sampled this site in 1996, all of the dominants were cool season perennial grasses which <br />contributed a total of 56.81 percent of the relative cover and the single most dominant plant <br />contributed 17.75 percent of the total relative cover. When ESCO sampled this site in 1996, they <br />reported that the four most dominant plants on this site contributed a total of only 49.90 percent <br />of the relative cover and the single most dominant plant contributed 17.52 percent of the total <br />relative cover and one of the four dominants was a fort. These revegetation monitoring data <br />from this site confirm that the species diversity standards for this reclaimed site in 2005 and for <br />all previous sampling periods are satisfied. <br />1995 RECLAMATION <br />Plant Cover.lhe results obtained from the sampling of the 15 plant cover transects on this <br />reclaimed site are presented in Table 10, 1995 Reclamation -Plant Cover. Total plant cover on <br />this site averaged 38.13 percent and litter cover averaged 24.67 percent (Table 10, 1995 <br />• Reclamation - Plani Cover). <br />The cover success standard for all reclaimed sites at the Marc Mine is based upon a weighed <br />average of the two corresponding reference areas which equals 31.56 percent. Table 10, 1995 <br />Reclamation -Plant Cover, documents that the "total plant cover" on this reclaimed site <br />averaged 38.13 percent. Since this "total plant cover" value (38.13 %) exceeds the revegetation <br />success standard (31.56 %) and sample adequacy has been achieved for cover sampling on the <br />two corresponding reference areas and this reclaimed site, it can be concluded by direct <br />comparison that the "total plant cover" for the 1995 Reclamation Block satisfies the revegetation <br />success standard with respect to "total plant cover." <br />Perennial cool season grasses dominant the seeded vegetation contributing 19.07 percent of the <br />total plant cover and 50.00 percent of the total relative cover found on this area Russian <br />Wildrye, Western Wheatgrass, and Sheep Fescue were the most commonly encountered grasses <br />on this site, contributing 20.46, 11.01 and 6.29 percent, respectively, of the total relative cover <br />on this area, Native shrubs were the subdominant life form growing on this reclamation site <br />contributing 15.00 percent of the total plant cover and 39.34 percent of the total relative plant <br />cover growing on this area However, the most dominant species growing on this site was <br />Wyoming Big Sagebrush which contributed 37.77 percent of the total relative plant cover. The <br />most dominant forb was the native perennial forb, Lewis Flax which contributed 5.43 percent of <br />the total relative cover on this reclaimed site. <br />• When ESCO sampled this site in 1999, they reported that the total average plant cover was 37.9 <br />11 <br />
