C~
DISPOSAL ACTIVITIES
Ash Disposal
During the calendar year 2003, a total of 45,854 tons of mixed fly and
bottom ash were transported to and disposed of at the Keenesburg Mine site.
With A-Pit reclamation complete, this entire quantity of ash was placed in
South B-Pit. This brings the total B-Pit ash volume to 361,571 tons (5,667
tons in North B-Pit and 310,168 tons in South B-Pit). The total amount of
ash disposed of at the Keenesburg site by the end of 2003 is 605,921 tons.
Consistent with its permits, the Keenesburg facility continues to accept only
ash that is the byproduct of the coal combustion process at the power plant
located on Coors Brewing Company property in Golden, Colorado. Since
September, 1995 this power plant has been owned and operated by Trigen-
Colorado Energy Corporation (Trigen). Current agreements between Trigen
and CEC, dictate that this ash will continue to be transported to the
Keenesburg site until reclamation activities are complete.
• For the first five months of 2003, all of the steam and stoker coal used for
fuel at the Trigen Power Plant was mined and shipped from the Bowie
Resources, Ltd., Bowie #2 Mine, located near Paonia, Colorado.
BattlQUptcy action by Bowie's parent company (Horizon Natural Resources)
resulted in a rejection of the Coors/Bowie coal supply agreement, and a
transition of suppliers. Beginning mid-May steam coal shipments were
received from Oxbow Carbon and Minerals (Oxbow), the Elk Creek Mine
(a neighbor to the Bowie #2 Mine). Testing of this coal was conducted
while bidding was underway with several already qualified suppliers.
Bowie continued to provide the stoker coal product during this period.
Negotiations were concluded and a contract was signed with Oxbow for the
Elk Creek Mine product. Stoker coal (also from the Elk Creek Mine, but
processed through the Terror Creek Loadout) began shipping in October.
Technical Revision #35, approved 12/03, dealt with the change of CoaUAsh
suppliers from the Permit perspective.
Annual ash testing of the coal supply is conducted as part of the
qualification for the ash disposal at the Keenesburg site. Ash "grab"
• samples were obtained from the Trigen Power Plant at the end of 2003.
Samples of both fly ash and bottom ash were collected and submitted for
AHR-2003 -85-
