The report and data sheets can be inserted in the <br />three ring binder submitted with the 1983 report. <br />The Division's letter dated December 1, 1994 transmitted comments <br />and questions regarding the 1993 AHR. Following are Minrec's <br />responses to those concerns: <br />1. The issue of flow measurements in Hubbard Creek has been <br />discussed with the Division on numerous occasions. Flow <br />measurements taken in Hubbard Creek could be described as <br />approximate, relative, rough and estimated. The entire issue <br />can be summarized by the following question. Will small <br />changes in the flow between the upstream and downstream <br />monitoring locations be discerned by the approximate flow <br />measurements taken at the culvert or at any other location? <br />The answer is emphatically no. If the Division will accept <br />this concept then the issue of correlations and upstream and <br />downstream flow monitoring becomes a moot point. <br />2. See No. 1. <br />3.
