Box 449 <br />Florence, Colorado 81226 <br />SUBJECT: Waste Pile Quarterly Certification, <br />Southfield Mine, C-81-014 <br />Dear Mr. Weaver: <br />Review of the August 7, 1991, quarterly Waste Pile Certification suggests that <br />Mr. David Brent, P.E., has Some reservations about construction of the waste <br />pile. Specifically, the staff understands that the engineer is concerned that <br />the original stability modeling used material strength characterization that <br />is unrepresentative of the material currently being placed on the pile. The <br />Division appreciated the engineer's candor and shares in his concern. <br />• Therefore, to ensure compliance with Rules 4.10.1(1)(a) and 4.09.1(2), the <br />Division requests that Energy Fuel; prepare a plan for resolving Mr. Brent's <br />concerns within thirty (30> days. This plan should include a sequence of <br />activities :vhich would evaluate the propriety of the existing stability <br />evaluation of the waste pile. These activities may include, but are not <br />limited to performance of solve analyses and proctor tests to characterize the <br />waste material currently being disposed on the pile. Comparative samples <br />could be collected and characterized from both older sections of the pile as <br />well as newly constructed portions of the pile. These values Should be <br />compared with the waste material characterization assumed in completing the <br />previous stability analyses. If the current waste differs from the assumed <br />materials then a shear strength determination should be completed in the <br />laboratory, and this material strength value should be used to reevaluate the <br />slope Stability of the waste pile.
