4: <br />r. <br />At the time of our visit, we did not observe any signs of instability, structural weakness or hazazdous <br />conditions at the pIle. However, we did observe several areas in which a slight amount of water seepage <br />was coming out of the east face of the lower and second benches in Areas 2 and 2'/z. We also observed that <br />water was standing/ponding in several azeas along the uphill side of the bench that had been constructed <br />across the east face of the pile in Areas 2 and 2% (see the attached photographs). We recommend that the <br />uphill side of the bench be regraded so that water is not allowed to pond or stand in this azea. In addition, <br />the seepage U~at is coming out of the east face of the pile will need to be collected and diverted away from <br />dte slope face prior to placement of the clay and topsoil cover materials. <br />Based on our observations made along the toe of the north face of Area 1, it appeazs that the coarse fill <br />materials that had been placed along the toe of the slope are adequately collecting and diverting the <br />seepage, previbusl}= obseivedln these areas, away from the toe of the pile. This portion of the pile appears <br />stable. However, we did observe some slight movemenUsetUement in one area, which appeazs to be related <br />to settlement of the fill materials placed in this area (see the attached photographs). <br />As suggested, the water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 <br />were measured during this quarter on a momhly basis. A table/graph showing the monthly water levels is <br />attached. <br />We were advised that the mine had produced approximately 17, 380 cubic yards of waste coal during the <br />month of April 2004: 34,810 cubic yards during May 2004: and approximately 27;000 cubic yards during <br />June 2004. It is our understanding that the fines being produced at the wash plant, which consists of 10 to <br />20 percent of the total materials being produced, aze being pumped underground into the mine. <br />Based on our limited observations, it appears that the pIle is currently being constructed and maintained in <br />general accordance with the roject specifications and plans submitted under 2.05.3(8) and that the <br />potential hazard to human tf and property at the site in it's present condition is minimal This report <br />fulfills the quarterly insp cti n requirements as specified by Rules 4.09.1(11)(a), 4.09.1(11)(b), 4.10.2(2)(a) <br />and 4.10.2(2)(b).
