No.: Primary Refuse Disposal Area <br />Inspection Period: 3rd Quarter 2000 <br />Inspection Date: September 1, 2000 <br />General Description or Reference to Site Plan: <br />III Illllllllllllllll <br />999 <br />The refuse disposal area lies west of the main facilities area. Refuse has been place in two foot lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff from <br />thedisposal area is channeled to a sediment control pond. A majority of the disposal area has been <br />reclaimed and exhibits good vegetative growth. <br />Activity During Inspection: <br />Operator had stripped topsoil and placed it into temporary storage adjacent to the approved refuse <br />expansion area. A scrapper was being used to remove and transport subsoil material from this area. <br />The subsoil was being placed in lifts to a depth of three feet in an area of the RDA scheduled for <br />contemporaneous reclamation. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and! <br />or discharge, integrety of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side-slopes. Underdrain construction has been <br />completed. Drainage and diversion strucures were intact. Vegetative growth on reclaimed areas <br />was substantial, with only occasional minor tilling in more sparsely vegetated areas. Positive <br />drainage has been maintained on all reclaimed areas. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />Plant was idle during the inspection and no waste was being placed. Evidence of waste placed <br />in alternating lifts of fine and coarse refuse was observed. Placement was in accordance with the <br />plan as described in the TerraMatrix report of December 9, 1996, A loaded scraper was observed <br />traversing the recently placed and compacted refuse. This "proof rolling" demonstrated adequate <br />compaction of the refuse within the areas being traversed. Compaction testing will be scheduled for <br />the fourth quarter (semi-annually) as required by the plan. <br />Page 1 of 2 <br />
