s <br />cont. interval = 1.65 <br />Jn <br />The cover performance standard shown in Figure 1 was calculated in ao~ordance with <br />procedures contained in the Seneca II permit based on the weighted average of herbaceous cover <br />in the Mountain Brush and Sagebrush reference areas. Weighting was based on Mountain Bnish <br />as 83 percent and Sagebrush as 17 percent of premining vegetation cover. This weighted <br />average (36.4 percent) was multiplied by 2 as per permit formula to olbtain the standard (",'2.8 <br />percent), 90 percent of which was used to place the line on Figure 1 at 65.5 percent. <br /> <br />I <br />Climatic Data ~ <br />Precipitation data from the Seneca II Mine for theperiod of January 1982 through July 1995 <br />were provided by SCC. Since the long-term average for the mine exists for only 10 years, the <br />i <br />long term average monthly precipitation data from the National Oceanic and Atmospheric <br />Administration (NOAA) for the nearby town of Hayden was used as an appropriate base for <br />comparison.
